According to well-informed sources, the director of the Turan Agency Mehman Aliyev made an application regarding his arrest to President Ilham Aliyev.

Immediately after returning from Kazakhstan, the President was informed about the incident. The President promptly  reacted and recommended the prosecutorial and judicial bodies to consider the possibility of changing the preventive measures and releasing Mehman Aliyev, who is accused in tax evasion.

It should be reminded, Ilham Aliyev signed an order “On improving the activities in the penitentiary sphere, humanizing punitive policies and expanding the use of alternative punishment and procedural coercion not related to isolation from the society.

It is about global and conceptual political and legal reform. Because, right after the order, a special governmental commission consisting of representatives of the Supreme Court, the Prosecutor General’s Office, the Ministry of Justice and the Ministry of Internal Affairs, was established. Having comprehensively studied the philosophy and the history of the issue, historical and international experience, as well as the correlation of the proposed legal reforms with adequate assessment of the criminal situation in the light of adequate perception of the minimization of punishments, for six months, this commission has developed a separate draft law with fundamental changes to the Criminal Code.

The draft law was presented to the President. Ilham Aliyev using his right to initiate legislation, sent it to Parliament.
